Tempe and Carlow established their partnership in Ireland on the same day as Carlow’s Bicentenary Commemoration as the site of the 1798 “98 Insurrection.” More than 20 delegates, including then-Tempe Mayor Neil G. Giuliano participated in this exciting event.
